The task

When `isEmpty` is true and `isError` is false, `ListView` should hide its normal children and footer loading/loaded content and instead show an empty state. By default the empty state should render the provided `emptyText`; when `launch.launchEmpty` is true, it should render `renderEmpty` instead.
