Implement format lines equivalently to the reference

Implement format lines equivalently to the reference: a task in repo2rlenv-equivalence-tests (Harbor dataset). Implement the function format lines in /workspace/task module.py so that it is behaviorally equivalent to reference format lines (which is already provided in task module.py ).
