The task

**Debug suffix (`d`)** - Append `d` when `Py_DEBUG` config var is truthy. - Append `d` when `Py_DEBUG` is `None` and either `sys.gettotalrefcount` exists or `"_d.pyd"` is in `EXTENSION_SUFFIXES`. - Do not append `d` when `Py_DEBUG` is `0` or `False` and neither fallback condition holds.
