Rules: - Parses two semantic version strings of the form `MAJOR.MINOR.PATCH` (all non-negative integers, no pre-release suffixes). - Returns `-1` if `a < b`, `0` if `a == b`, `+1` if `a > b`. - If either string is malformed (not exactly three dot-separated non-negative integers), return `-99`.
