Implement the SPICE audit pipeline in `src/spice_audit/audit.py`. The project already contains pinned NAIF kernels under `kernels/` and a public manifest at `configs/public_manifest.yml`. Your implementation must use `spiceypy`/NAIF SPICE calculations directly; do not hard-code the public rows.
