GOAL: Write a script `/app/pipeline.py` that reads a CSV file from `/data/readings.csv` and writes a JSON report to `/data/report.json`. The script must handle all edge cases silently (no crashes, no partial output — either complete valid JSON or exit with code 1 and an empty/missing output file).
