Goal: a task in TermGrade Environments: 1,004 executable Linux tasks (Harbor dataset). Implement a command-line tool that parses a TLV (Tag-Length-Value) binary file where lengths are encoded as unsigned LEB128 variable-length integers, and outputs a JSON representation of the records to stdout.
