The task
I need a tiny CLI: `python csvsum.py FILE COLUMN` prints the sum of that column of a comma-separated CSV (first row is the header) with 2 decimals, e.g. `152.40`. Empty cells count as 0. If the column doesn't exist, print an error on stderr and exit with status 2. There's a sample in data/expenses.csv.
