Fix: Allow epic id to be null in filter

Fix: Allow epic id to be null in filter: a task in bird-critic-1.5-full-300 (Harbor dataset). Add an "archived project" concept to taigaio/taiga-back so a project can be marked archived, and mutating operations on an archived project's resources are rejected with the API's normal forbidden response.
